Grading Legislatures According to Scripture – "Business by the Book"
The Mission
The Christian Employer Alliance’s newly launched Biblical Business Index (BBI) is the first policy and lawmaker evaluation system grounded entirely in scripture. Previously, Christian employers were forced to turn to resources of secular business groups – entities not always aligned with their faith-based values – to become involved in the policy making process.
The BBI now provides Christian employers with the following capabilities:
- Easily track and dissect the legislation impacting employers in Congress and the states.
- Become educated on lawmaker policy stances and who to support/oppose in elections.
- Build personal relationships with lawmakers driving policy through CEA’s state events.
Through this faith-based system an entirely new level of accountability is being brought to Congress and state legislatures – the later of which have been plagued by a lack of transparency. Coupled with other resources provided by CEA’s Center for Biblical Business, Christian employers finally have a one-stop-shop that is fully aligned with their religious beliefs.
The Research Process
The CEA has partnered with the Institute for Legislative Analysis (ILA) to annually review the hundreds, and oftentimes thousands of bills introduced in each state legislature. This gargantuan task entails the team analyzing and extracting the relevant bills and votes impacting Christian employers and their businesses.
The research process includes the review of legislative journals, fiscal notes, press articles and a multitude of other materials to cover not only the hot-button issues, but also the votes on hidden amendment and procedural motions that best highlight lawmaker policy stances.
The Grading Methodology
Following the extraction of all relevant bills and votes, the team analyzes and formulates a position for each policy. This work is performed through the philosophical lenses of Thomas Acquinas and John Locke, two of the most prominent historical Christian theologians. The process includes the application of natural law theory and its connection to the moral duties and limits of government authority, as well as Lockean principles surrounding life, liberty and property – our God given rights.
Once the biblical position has been established, the team applies the scripture verse most applicable to the policy issue. Finally, weights are applied to each vote to help better contextualize the level of impact and importance as they relate to Christian values. All lawmakers are graded on a 0 to 100 scale, with a grade of "100" representing perfect alignment with biblical principles.

The Policy Categories
Due to the wide array of policy issues facing business owners, the CEA has developed a categorization system within the index to pinpoint lawmaker stances across each of the five core "freedoms":
First Freedoms – the freedom for businesses to express religious beliefs. Additional focus areas include: Combating censorship, and strong protections for free speech and individual liberties.
Workforce Freedom – the freedom for businesses to establish their own employment and operational policies based on their sincerely held religious beliefs. Additional focus areas include: Supporting a balanced immigration system that meets workforce needs, removing overreaching government licensing barriers, and combatting divisive DEI and ESG frameworks.
Economic Freedom – the freedom for businesses to operate without excessive regulatory and tax burdens. Additional focus areas include: Stopping CBDCs and promoting alternative currencies, promoting American energy dominance and lower electricity costs, supporting pro-growth tax policies free from cronyism, and advancing free-market policies – especially pertaining to small businesses and the agricultural sector.
Operational Freedom – the freedom for businesses to operate without the fear of becoming victims of crime or lawfare. Additional focus areas include: Protecting property rights, preventing frivolous litigation and strengthening cybersecurity and data privacy.
Healthcare Freedom – the freedom for businesses to provide employee healthcare plans which best meet their needs and align with their religious values. Additional focus areas include: Championing policies that respect life and uphold ethical standards, and reforming Obamacare.
The Expansion Plan
The Biblical Business Index is an initiative funded entirely through the generous support of Christian business owners. While the CEA hopes to bring this system to all 50 state legislatures, we rely on tax-deductible sponsorships to expand.
